13th National Party Congress documents prepared painstakingly and methodically: Comrade Vo Van Thuong
The 13th National Party Congress which will take place from January 25 to February 2 in Hanoi, is a special important political event of the country, as it leaves profound and wide social influence and gives future orientations for the whole nation.
Ahead of the 13th National Party Congress, a reporter from the Communist Party of Vietnam Online Newspaper and the 13th National Party Congress page interviewed comrade Vo Van Thuong, Politburo member, Secretary of the Party Central Committee (PCC) and Head of the PCC Commission on Popularization and Education, on the implementation of the targets set in the 12th National Party Congress; the role and significance of the 13th National Party Congress in the national future development; the highlight in the 13th National Party Congress documents; as well as the preparations for the success of the 13th National Party Congress.
Reporter: Outstanding achievements have been made during the implementation of the 12th National Party Congress resolution. Could you please tell us your assessment of the implementation?
Comrade Vo Van Thuong: In the 12th National Party Congress period, the whole Party, people and army have promoted solidarity and creativity to successfully realize major tasks, achieving very important and comprehensive results, especially in the continuously developed socialist-oriented market economy; stable macro-economy; the fairly high economic growth rate of some 6% per year on average; an increase in the potential, scale and competitiveness of the economy; and the improvement in quality of growth.
Issues relating to education and training, science and technology, culture, society, and human development have achieved many important results. People's living standards have improved significantly; the rate of poor households according to multidimensional standards has decreased to below 3%. Resource management, environmental protection and climate change adaptation are focused on, with initial positive results achieved. Progress has also been reported in disease control and prevention, especially the COVID-19 pandemic.
Stable socio-political situation; and national defense and security have been constantly strengthened. Foreign relations and international integration are increasingly deep and effective, contributing to consolidating a peaceful and stable environment for development. Vietnam's position, prestige and role in the region and in the world have been increasingly enhanced. The strength of great national unity is enhanced, with socialist democracy continuing to be promoted.
The Party building and rectification, and the building of the political system are paid special attention and carried out comprehensively in all aspects of politics, ideology, morality, organization and cadres, creating outstanding marks. The fight against corruption, waste and negative phenomena have changed drastically.
In particular, in 2020, the COVID-19 pandemic has had a strong impact on our country, causing great damage to the economy - society and development of the country. By bringing into play the strength of great national solidarity, the superiority of the socialist regime, the synchronous, decisive and effective participation of the whole political system under the leadership of the Party, the unity and the support of the people, we have gradually successfully controlled the COVID-19 pandemic; gradually restore production and business; stabilizing life, contributing to strengthening people's confidence in the Party, State and socialist regime; affirming the bravery, will and good traditions of our people and our nation.

Reporter: Could you please tell about the role and significance of the 13th National Party Congress to the development future of the nation?
Mr. Vo Van Thuong: The 13th National Party Congress is a very important political event of the Party and the nation. It has the duties of reviewing not only the implementation of the Resolution of the 12th National Party Congress but also 35 years of implementing the “Doi Moi” (Renewal) process, 30 years of implementing the 1991 Political Platform, 10 years of implementing the amended Political Platform (supplemented and developed in 2011) and the National Socio-economic Development Strategy in 2011-2020; setting out socio-economic development orientations and tasks for 2021-2025 (the 50th anniversary of the liberation of the South and national reunification); and determining goals and orientations to 2030 (the 100th founding anniversary of the Party) and a vision for national development to 2045 (the 100th founding anniversary of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam).
The 13th National Party Congress is an important milestone in the development process of our Party, our nation, and our country and plays a significant role in directing and giving strategy vision to the future; continuing to comprehensively and synchronously boost the Renewal work, active and proactive international integration and more rapid and sustainable development.
The 13th National Party Congress defines a further vision to the middle of the 21st Century, striving to turn our country into a developed country following socialist orientation, setting specific goals and tasks to be completed for each journey; clearly showing the inheritance and development, continuity and completeness in the process of building the country’s socialism.
The specific goals for our country’s important development milestones include: by 2025, to celebrate the 50th anniversary of Southern liberation, national unification; by 2030, to celebrate the 100th anniversary of the founding of the Party and by 2045, and to celebrate the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.
The overall and specific objectives set by the Congress are a very important foundation to determine the directions, tasks and solutions for national construction and development and national defense; to ensure consistency and feasibility, both meeting long-term requirements and focusing on prioritized strategic breakthroughs; and to create unification from awareness to action of the entire Party, people and army from now to the middle of the 21st Century.
Reporter: The 13th National Party Congress marks an important milestone, opening a new development period of the entire Party, people and army in the next 5 years. Can you tell us the outstanding new points in the contents of the Documents submitted to the 13th National Party Congress?
Mr. Vo Van Thuong: The Documents submitted to the 13th National Party Congress include Political Report being the focus; Thematic Report summarizing the implementation of socio-economic development strategy in 2011-2020 and building socio-economic development strategy in 2021-2030; Report evaluating the results of realizing socio-economic development tasks in 2016-2020 and socio-economic development orientations and tasks in 2021-2025; Report summarizing Party building work and carrying out Party Charter of the PCC (term 12) and Report reviewing the leadership and direction of the PCC (term 12).

The Communist Party of Vietnam Online Newspaper and the 13th National Party Congress website conducted an online seminar to make suggestions on the Draft Document of the 13th National Party Congress
The Documents submitted to the 13th National Party Congress were prepared carefully, basically and thoughtfully, and received enthusiastic comments and responses of NA deputies, the Vietnam Fatherland Front, socio-political organizations, cadres, party members and people of all classes and overseas Vietnamese. Sub-committees and related agencies urgently and seriously summarized, analyzed and received exact and suitable comments to complete the draft Documents.
The Documents submitted to the 13th National Party Congress include many new contents and important highlights.
Regarding awareness, the draft Documents analyzed, evaluated and created high consensus in assessing the results, achievements, limitations, weakness and reasons, and lessons learnt from reviewing 5-year implementation of Resolution of the 12th National Party Congress, 10-year implementation of the amended Political Platform (supplemented and developed in 2011) and socio-economic development Strategy in 2011-2020.
Regarding Vision, the draft Document promptly updated the latest events of the domestic and international situation; analyzed, forecast the situation and development trends of the world and the country in the new period; creating foundation to define development goals for the 5 years, next 10 years and a vision to 2045.
Regarding directions, tasks, and solutions, the draft Documents outlined 12 national development orientations in the 10-year strategic period from 2021 to 2030, 6 key tasks, 3 strategic breakthroughs, and tasks and solutions on continuously innovating and developing specific branches and fields with new and important contents.
Reporter: The 13th National Party Congress is organized from January 25 to February 2, 2021. Could you please tell us about the organization work that serves to ensure the success of the congress, including information and communications about the congress?
Mr. Vo Van Thuong: The organization to serve the Party’s 13th congress was led and directed by the Politburo and the Secretariat, to prepare early with high requirements; The Sub-Committee for the organization of the 13th National Party Congress has directed closely, scientifically, thoroughly and specifically; The departments, ministries, branches and Hanoi city have closely followed the assigned tasks, taking the initiative and taking responsibility for implementing the assigned tasks to best serve the 13th National Party Congress.
Up to now, the preparation for the 13th National Party Congress has basically been completed according to the requirements and the proposed plan. The Sub-Committee for the organization of the 13th National Party Congress and related agencies and units have reviewed, completed and improved the quality of stages of preparation to serve the congress, such as: guest house – reception, the arrangement of vehicles, providing information and communications, and work to ensure absolute security and safety of the congress.
In terms of information and communications of the congress, the PCC Commission of Popularization and Education has actively built plans, guides, promptly and regularly directing the implementation and orientation of information and communications, serving the 13th National Party Congress, to ensure the schedule and meet the targets and requirements set out. The commission has also directed to build many high-quality art programs, with the participation of many artists to celebrate the congress.
The PCC Commission of Popularization and Education also established and put into operation the website "Communist Party of Vietnam – 13th Congress" on October 3, 2020 in 6 languages: Vietnamese, English, Russian, Chinese, French, and Spanish; organized the opening ceremony and operation of the 13th National Party Congress’ Press Centre; well organized the display of books and newspapers serving the 13th National Party Congress; and been ready to serve requests for information and communications about the 13th National Party Congress in the domestic and foreign press smoothly, quickly, accurately, vividly and efficiently.
