On August 31, Politburo member and Standing Deputy PM Truong Hoa Binh worked with Quang Ninh about the results of implementing Resolution of the 14th Quang Ninh Party Congress; public investment disbursement; and removing difficulties and problems for production and business.
Boosting public investment disbursement
In his speech at the event, the Deputy PM hailed the efforts of Quang Ninh, especially positive results in COVID-19 prevention and fighting, and realizing socio-economic duties.

He emphasized that all levels of Party Committees and authorities of Quang Ninh should raise their responsibility in removing bottlenecks, clear up resources and create new motivation for the locality to develop.
For disbursement of public investment capital, Quang Ninh should focus on speeding up the disbursement progress; select contractors via the Internet; and ask investors to commit to follow schedule and determine to transfer public investment capital of projects with slow disbursement to projects with rapid completion capacity.
Over the past time, the northern locality strengthened financial and budget discipline, carried out measures to increase collection and lower expenditure of State budget, drastically stepped up disbursement, restructured and improved the efficiency of public investment use in 2020 and for the medium-term plan in the 2016-2020 period.

As of August 26, Quang Ninh disbursed VND7.97 trillion, equivalent to 65% of the local budget capital plan and 98.7% of the capital plan assigned by the Government leader.
Development bases on four pillars
In his report, Chairman of the Quang Ninh People’s Committee Nguyen Van Thang stressed that Quang Ninh strives to build and develop into a rich, beautiful, civilized and modern province by 2030, one of the dynamic and comprehensive development centers, an international tourism center, a maritime economic center and a gateway of the northern key economic region and the whole country.
It also strives to be a sustainable urban development center towards green growth, adapting to climate change. Total product per capita will reach more than USD15,000 a year.

The province’s development orientation for the 2020-2025 period is based on four pillars, including: development on the basis of internal resources as a decisive and strategic factor and development by external resources as an important and breakthrough factor; transforming the development mode from “brown” to “green: towards sustainability; persisting in implementing development space; and continuing to renew organization and operation of the political system.
For the 2015-2020 period, Quang Ninh achieved average economic growth of 10.7% a year; 15 out of 17 criteria of the Resolution of the 14th provincial Party Congress were basically achieved and exceeded; and total state budget collection reached more than VND212.4 trillion.
The province also focused on building the Party and political system combination with building and organizing a transparent and effective apparatus and a contingent of qualified and capable cadres and civil servants./.
