At the working session, representative of the PCC Commission for Organization announced an approving decision by the Secretariat for Mr. Nguyen Quoc Doan, member of the Standing Board of the Provincial Party Committee, Director of Thua Thien Hue provincial Police as Deputy Secretary of the Provincial Party Committee for the 2015-2020 term.

Mr. Nguyen Quoc Doan was born in 1975 from Yen Khanh district, Ninh Binh province. On November 8^th, 2018, the Ministry of Public Security appointed Colonel Nguyen Quoc Doan as the Director of the Thua Thien Hue provincial Police.     

At the working session, Head of the PCC Commission for Organization Pham Minh Chinh acknowledged and highly appreciated the appearance of urban and rural areas of the province in recent years with many positive changes. Income per capita and spiritual and material life of local people have been improved dramatically, thereby contributing to strengthening people's confidence in the Party. The Thua Thien Hue Provincial Party Committee always upholds the tradition of solidarity, heroism, culture and history of the ancient capital. Over the past years, the province has actively carried out administrative procedures, strongly applied information technology, contributing to creating an open environment to attract investment; along with that, promoting Hue culture and identity to develop tourism.

Mr. Pham Minh Chinh suggested that in the coming time, the Thua Thien Hue Party Committee should be more active and creative to mobilize resources for development.

In addition, it is necessary to locate and identify Thua Thien Hue on the basis of different potentials, outstanding opportunities and competitive advantages. Specifically, Thua Thien Hue is an ancient capital, with a unique culture, rich in tangible and intangible heritages, which is a unique advantage for Thua Thien - Hue to develop. The province needs to combine and promote internal and external resources to develop sustainably but also have a breakthrough; besides the development of tourism and service, the province should pay attention to developing high-tech industry to increase state budget revenues.

At the same time, Thua Thien Hue province also needs to define the development space, including the space for marine economic development, the space for heritage economic development and the development space of difficult mountainous areas through which to call for appropriate investment.

In terms of security - defense - foreign affairs, in the coming time, Thua Thien Hue province needs to carry out COVID-19 pandemic prevention and control measures well. It is necessary to build defense zones of provinces, districts, towns and cities in association with the Party's guiding ideology on building an all-people national defense.

In terms of organization of Party congresses at all levels, Mr. Pham Minh Chinh said that Thua Thien Hue has prepared thoughtfully, meticulously, methodically and strictly under to regulations. He also emphasized that in the draft political report submitted to the 16^th Provincial Party Congress, it is necessary to highlight the leadership role of the Party in performing the political tasks. In which, it should focus on three major areas, including: the Party leads the Party building work, the Party leads the socio-cultural development, the Party leads the security - defense - foreign affairs.

The draft political report should emphasize the task of transparent and strong Party building, enhancing the combat capacity of the party organization and Party members; it is necessary to institutionalize the Politburo's Resolution 54 on "Construction and development of Thua Thien Hue province to 2030, with a vision to 2045".

He requested that the political report to submit to the Provincial Party Congress will have a balanced and harmonious structure, highlighting the leadership of the Provincial Party Committee in the implementation of political tasks.

The review of the Executive Board of the Provincial Party Committee must comply with the regulations of the Politburo and the Secretariat on the functions, tasks, powers, working relationship of the executive board of the Provincial Party Committee and the model working regulations.

In terms of personnel work for the 16th Thua Thien Hue Provincial Party Congress, Mr. Pham Minh Chinh emphasized that it must ensure a steady transition between generations, ensure structure and quantity, but not because of the structure or the quantity but lower the standards and conditions of personnel.

In terms of communications for the 16th Thua Thien Hue Provincial Party Congress, it must limit show-off and formalism but focus on highlighting the results achieved over the past term. Amid the current complicated development of the COVID-19 pandemic, the province also needs to plan to organize the 16th Provincial Party Congress safely.

On this occasion, the PCC Commission for Organization announced that the province is presented 100 breathing machines to serve COVID-19 prevention and control work in the locality./.
