(13th Congress) – The official session of the 13th Congress of the Hanoi city Agencies Bloc Party Committee took place on August 4th, arousing the participation of nearly 270 delegates representing nearly 8,900 Party members.

Addressing the congress, Vuong Dinh Hue, Politburo member and Secretary of the Hanoi Party Committee, stressed that with its unity, the Hanoi city Agencies Bloc Party Committee had made a lot of efforts to give consultancy to the Hanoi city Party Committee to curb the spread of COVID-19 and control the pandemic, making important contributions to the fight against COVID-19 of the whole country, which was recognized and appreciated by the central level.
He noted that during the complex development of the security, political and economic situation in the world, especially the COVID-19 pandemic, the Hanoi city Agencies Bloc Party Committee should exhibit drastic and synchronous leadership; renew personnel work; and effectively lead the implementation of the city’s guidelines, policies and political tasks.
“In particular, the bloc Party Committee should increase leadership over administrative reform, in order to increase the Provincial Competitiveness Index (PCI) rating and improve the business environment,” he said. “Stricter coordination with other agencies should be made to increase the staff working efficiency, enhance the responsibility of agencies’ leaders, determine to develop electronic authority, and apply science and technology in addressing work.”
Over the past term, the bloc Party Committee has strived to make important contributions to realizing the city’s 16th Party Congress resolution. Notably, the Gross Regional Domestic Product (GRDP) is estimated to increase by 7.39%, and collection of capital to the State budget is estimated at VND1.188 trillion, an average increase of 11.1% each year. By late 2020, Hanoi is expected to recognize 10 districts and 371 communes to meet standard of new-style rural areas, accounting for 96.1%, becoming the locality with greatest number of new-style rural communes.
During the Congress, Nguyen Doan Hoan, member of the Hanoi Executive Party Committee and Secretary of the Hanoi city Agencies Bloc Party Committee term XII, was re-elected Secretary of the bloc Party Committee term XIII./.
