The Party Congress was attended by 119 delegates representing 291 Party members of 21 Party Cells. 

Speaking at the congress, Mr. Son Minh Thang, member of the PCC and Secretary of the Central Agencies Bloc’s Party Committee, praised the achievements of the PCC Commission for Commission for Popularization and Education over the past term, that have contributed importantly to the common results of the entire Central Agencies Bloc’s Party Committee. The Executive Board and the Standing Board of the Commission for Popularization and Education’s Party Committee have innovated modes of leadership, guidelines and comprehensive implementation of set tasks. The education of politics, ideology and morality has been paid attention by the Party Committee; strictly implementing the Resolution of the PCC fourth meeting (term 11 and 12); Directive 05 CT/TW by the Politburo and regulations of the PCC on responsibility for exemplifying, things that officials and party members are not allowed to do. These contents have maximized the role of the Party organization and party members in agencies and units as the political nucleus, creating unity in awareness and action to consensus implementation, contributing to consolidating confidence in the Party's leadership.

Mr. Son Minh Thang suggested that the congress would raise the sense of responsibility, wisely select typical personnel, meeting the standards and having enough political spirit, quality, competence, prestige, enthusiasm, high responsibility and ensuring a reasonable structure to elect to the new Executive Board of the Party Committee to perform well the tasks and solutions set by the congress.

After two days of active and urgent working in a spirit of publicity and democracy, the congress elected the Executive Board of the 4th Party Committee of the PCC Commission for Popularization and Education for the 2020-2025 period, including 21 members; taking confident votes to introduce personnel to elect the Secretary of the Party Committee and elect delegates to attend the Party Congress of the Central Agencies Bloc.

The first meeting of the Executive Board of the 4th Party Committee of the PCC Commission for Popularization and Education for the 2020-2025 period elected the Standing Board, Secretary and Deputy Secretary, Inspection Committee and the Chairman of the Inspection Committee of the Party Committee. As the result, Mr. Bui Truong Giang, member of the Standing Board of the Central Agencies Bloc’s Party Committee, member of the Executive Board of the 4th Party Committee of the PCC Commission for Popularization and Education for the 2020-2025 period, and Deputy Head of the PCC Commission for Popularization and Education, was elected as the Secretary of the 4th Party Committee of the PCC Commission for Popularization and Education for the 2020-2025 period./.
