The congress was also attended by Prime Minister Nguyen Xuan Phuc, Chairwoman of the National Assembly Nguyen Thi Kim Ngan; former General Secretary Nong Duc Manh; former State Presidents Tran Duc Luong, Truong Tan Sang; former Prime Minister Nguyen Tan Dung; and former Chairmen of the National Assembly Nguyen Van An and Nguyen Sinh Hung.

The Congress also had the participation of leaders and former leaders of the Party and State together with military generals of different periods.
