(13th Congress) - On September 14-19, Politburo members worked in groups with 20 centrally-governed Party Committees to contribute their ideas to the draft political documents and personnel plans before they organize their Party Congresses term 2020-2025.

Accordingly, Politburo members chaired by Party General Secretary and State President Nguyen Phu Trong worked with the Hanoi Party Committee.
The group worked with the Ha Giang, Nghe An and Thua Thien Hue provincial Party Committees, and the Party Committee of the Central Businesses Bloc.
Politburo members chaired by Nguyen Thi Kim Ngan, Chairwoman of the National Assembly, worked with the Binh Dinh, Hau Giang, Phu Yen, Ninh Thuan, Bac Kan, Lang Son, Hai Duong, Hung Yen and Dien Bien provincial Party Committees.
Politburo members led by Tran Quoc Vuong, permanent member of the Party Central Committee (PCC) Secretariat, worked with the Bac Giang, Quang Binh, Ca Mau, Dak Lak and Tay Ninh provincial Party Committees, and the Party Committees of the Central Agencies Bloc.
Representatives from the PCC Commissions, the Office of the PCC and some ministries and central agencies, also attended the meetings.
During the meetings, in terms of the draft political reports and the draft resolution of the Congresses, the Politburo and PCC Secretariat members contributed ideas on orientations, targets, tasks and large solutions for future development.
With the draft report on reviewing the leadership of the Party Executive Committees, they discussed the contents and methods of leadership, good experience and new deeds in leadership, and the direction over implementation of local tasks.
For personnel plans, they discussed the process of personnel preparations; the number of members in the Party Executive Committees and Standing Board; and the structure of the members’ age, young members, female members and re-elected members.
The Politburo appreciated and praised the important achievements made by the Hanoi Party Committee in the 2015-2020 period. Over the past 5 years, Hanoi has completed all of the 16 criteria set at the city’s 16th Party Congress, with its economic growth higher than the national average and improved growth quality. In 2020, the city’s gross regional domestic product (GRDP) is expected to exceed VND1 quadrillion (USD45 billion) and its GRDP per capita to reach some USD5,420, a rise of 1.5 times from 2015 and 1.8 times higher than the national average. Hanoi’s budget collection reached nearly VND1.2 trillion in 2016-2020, a nearly 1.64-fold increase compared with the 2011-2015 period. Outstanding achievements have been made in attracting foreign investment with USD25 billion USD in 2016-2020, 3.9 times higher than the previous term. The capital city accounts for over 16% of national GDP and 18.5% of the country’s budget collection.
Besides, the city has reported important results in cultural, social, educational and training, healthcare, scientific and technological development. Meanwhile, it has maintained political and social stability, with reinforced defence and security, increased international integration, heightened role and prestige, as well as renewed Party and political system building.
The Politburo and PCC Secretariat also recognized the efforts of the Central Agencies Bloc and Central Businesses Bloc Party Committees as well as the efforts of the provincial Party Committees and people for creating more comprehensive socio-economic development, as well as new methods in the building of the Party and political system, ensuring national defence, security and social order. They also analysed their experience drawn in the construction and development of each locality over the past 5 years.
Based on the conclusions of the Politburo and PCC Secretariat members, the Party Committees will continue to complete the draft documents and personnel plans for the successful organization of Party Congresses term 2020-2025./.
As of September 19, the Politburo worked with 63 of 67 centrally-governed Party Committees on their preparations for Party Congresses./.
