Addressing the congress, Mr. Tran Thanh Man praised and highly appreciated the results of the patriotic emulation movement of Can Tho City over the past 5 years. At the same time, he required that in the coming time, Can Tho city would continue to well implement Directive 34 of the Politburo "On continuing to renew the emulation and reward work"; encouraging all classes of people to emulate to gain achievements to welcome the Party congresses at all levels, towards the 13th National Party Congress.

Patriotic emulation movements of the city should continue to focus on the implementation of the Resolution of the 4^th session of the Party Central Committee term 12 in association with the Politburo's Directive 05-CT/TW on learning and following President Ho Chi Minh’s thought, morality and style and the Politburo's Resolution 59-NQ/TW on building and developing Can Tho city to 2030, and a vision to 2045. The city regularly listens to ideas, timely resolves petitions of the people; continues to well implement the emulation movement to implement the office culture; strengthen organization and apparatus; and build a contingent of cadres with high will, aspirations, high qualities and prestige.

Over the past five years, the Party Committee and People's Committee of Can Tho city have been interested in directing the good implementation of the Party's guidelines, the State's legal policies on emulation and reward. At the same time, the city also launched an emulation movement to successfully implement socio-economic development tasks in 2016-2020 associated with the implementation of the annual theme and the Resolution of the 13th Can Tho City Party Congress for the 2015-2020 period.

Accordingly, all levels, sectors, fatherland front committees, socio-political organizations and people in the city have positively responded and implemented the emulation movement effectively, contributing to socio-economic development, ensuring national defense - security, building the Party and building a clean and strong municipal political system.

The above patriotic emulation movement has had a positive impact on all fields, contributing to maintaining the city’s economic growth at an average rate of 7.53%/year, 36/36 communes meeting the new-style rural standards, and 4/4 districts meeting the new-style rural standards.

Over the past five years, the city has had 415 collectives presented the city-level Emulation Flag, 4,431 collectives have been presented the title Excellent Labour, 1,190 individuals have been awarded the title city-level emulation soldiers, 7,310 collectives and 17,306 individuals have been awarded certificates of merit by the Chairman of City People's Committee. 27 collectives and 34 individuals have been awarded labour medals, 54 collectives have been awarded government emulation flags, 55 collectives and 410 individuals have been awarded certificates of merit by the Prime Minister.

Can Tho city has determined that the goal of the patriotic emulation movement and the reward work in the next five years of upholding the strength of the great national unity bloc and the whole political system in the implementation of national renewal cause, building and defending the fatherland. The emulation movement must become a driving force to promote sustainable socio-economic development in each locality; improve the people's material and spiritual life; ensure social security, and build Can Tho city to become more and more modern and civilized, worthy to be the central driving force of the Mekong River Delta.

On this occasion, two collectives were given the first- and second class Labour Medals by the State President; 10 collectives were given the Government's Emulation Flags and 22 collectives were given Emulation Flags of the Can Tho City People's Committee./.
