The resolution has clearly defined the goal that by the end of 2022, there will be no extremely disadvantaged communes and villages; with over 98% of ethnic minorities having health insurance; and 100% of ethnic minority households having access to national television and radio.

The province is also striving to increase income per capita in ethnic minority areas, mountainous areas, border areas and islands by at least 2 times by 2025. The poverty rate decreases by an average of 3% per year; with no temporary housing in use; completely solving the urgent needs for housing, residential land, production land and daily-life water for the poor and disadvantaged ethnic minorities.

By 2030, the ethnic minority areas, mountainous areas, border areas, and islands of Quang Ninh will have a synchronous, modern, interconnected, and convenient socio-economic structure system, with the developed regions of the province; 100% of communes in ethnic minority areas, mountainous areas, border areas and islands meet the newly enhanced rural standards. Per capita income in ethnic minority areas, mountainous areas, border areas and islands of the province makes up at least half of the province's average income; maintaining the average poverty reduction rate of 1.5% per year.

In the period 2015-2020, Quang Ninh issued many mechanisms and policies to take care of ensuring social security and social welfare. In addition to the general policies of the whole country, Quang Ninh has issued 19 separate policies on social security and welfare.

In particular, Quang Ninh has prioritized allocating large resources for areas with special difficulties, ethnic minorities, policy beneficiaries and disadvantaged people. In the past 5 years, the total expenditure on social security of Quang Ninh reached about VND8.981 trillion, an average increase of 14.9% per year, 1.8 times higher than the period 2011 - 2015; allocating more than VND2.6 trillion to implement the new rural construction program and remove communes and villages from extremely difficult situations.

The number of urban residents using clean water and rural residents using hygienic water increased from 93% and 91.4% in 2015 to 98% and 98.3%, respectively, in 2020. Quang Ninh has completed the implementation of support for new construction and home repair for people with revolutionary contributors with nearly 4,000 households. The rate of poor households according to multidimensional criteria decreased from 4.56% in 2015 to 0.36% in 2020./.
