Under the authorization of the Minister of Public Security, Colonel Tran Hai Quan, Director of the Quang Binh provincial Police, presented the decision appointing Colonel Phan Dang Tinh, Head of Division 5 under the Department of Professional Technique (A06), Ministry of Public Security, as Deputy Director of the Quang Binh provincial Police.

Colonel Phan Dang Tinh, born in 1967, from Quynh Phu district, Thai Binh province, has experienced important positions in units of the People's Police Force, especially in fighting and preventing various types of crime.

Colonel Tran Hai Quan, hoped that in the new position, Colonel Phan Dang Tinh would perform well his duties, and coordinate with local departments and agencies to keep political and social safety firmly, effectively fighting against crime./.
