According to Nguyen Thanh Binh, PCC member and Standing Deputy Head of the PCC Commission of Organization, the preparation of the congress documents was made thoroughly, especially in the identification of breakthrough visions and tasks. Notably, in their draft documents, the Party Committees focused on clarifying the leadership of the Party, stressing Party building. The congresses took adequate time to discuss the documents.

Personnel work was carefully prepared to ensure democracy, objectivity, fairness and transparency, creating strong consensus among the Party Committees. As a result, the percentage of votes won by key position-holders was high. The structure and quality of the Party Executive Committee have improved markedly compared to the previous term, with female members of the Party Executive Committees accounting for 15.71%, 2.69% higher than the previous term; and ethnic minority members to the Party Executive Committees accounting for 11.68%, 0.72% higher than the previous term.

Representatives from the PCC Commission of Organization stated that the results had been brought about thanks to the prompt and strict leadership of the PCC, the Politburo and PCC Secretariat, headed by Party General Secretary and State President Nguyen Phu Trong, key leaders and PCC Secretariat permanent members.

For the first time, the Politburo issued criteria on delegates to the 13th National Party Congress, which has contributed to selecting, electing and increasing the quality of the delegates.

Moreover, creative methods have been seen in the dissemination of the congresses. “Stable socio-economic situation, control of COVID-19, stable political security and social order, people’s improved living standards, people’s care and consensus, and social agreement make important contributions to the success of the Party Congresses at all levels,” said representatives from the PCC Commission of Organization./.
