Ca Ha village, Sinh Lung commune, Dong Van district, is home to over 110 Co Lao ethnic minority families. According to Duong Van Thanh, Deputy Head of the Provincial Board for Ethnic Minorities, to help Co Lao ethnic minority families escape poverty, each year, the province organizes production training courses for them to study advanced production models; develops exemplary economic models; and gives loan and seedling supplies to families.

Noting poor infrastructure, lack of advanced production technologies and capital as well as poor access to social services as reasons leading to poverty among ethnic minority people, Vice Chairman of the Ha Giang Provincial People’s Committee Tran Duc Quy said that in the 2016-2020 period, the province mobilized over VND8.225 trillion to carry out sustainable poverty reduction, by building rural infrastructure, giving financial support to help families develop production, developing exemplary economic development models, giving vocational training and jobs for rural labourers, transferring advanced technologies to residents, and helping people access social services.

Thanks to the effective implementation of policies and programs, there has been remarkable improvement in the lives of ethnic minority people. The rural infrastructure has been synchronously invested, with increasingly high material and spiritual lives of the people, and sharp reduction in the poverty rate, from 43.65% in 2016 to 22.29% in 2020.

In late 2020, the Ha Giang Provincial Party Committee issued a resolution on upgrading gardens and developing the garden economy in the 2021-2025 period. With nearly 90% of the population being ethnic minority people, the resolution is expected to create an impetus for the residents to strive. “The resolution looks to make changes in breeding and plantation ideology and methods, creating stable income for residents”./.
