The goal of the program is to ensure women’s equal participation in leadership and management positions at the policy-making levels to promote women's potential and creativity, and towards realizing commitments to gender equality and women's empowerment.

The program strives to report female key leaders in 60% of State management agencies and local authorities at all levels by 2025 and 75% by 2030.

Under the program, the percentage of female cadres in planning for managerial and leadership positions at all levels will reach at least 40% by 2025 and 50% by 2030.

The percentage of female cadres in planning for managerial positions and leaders at all levels who are trained and receive training in capacity building is expected to reach 75% by 2025 and 90% by 2030.

In ethnic minority-inhabited areas, there must be ethnic minority leaders in accordance with the population structure.

To achieve the above objectives, the program sets out solutions in completing policies and laws; improving the effectiveness of the implementation of policies and laws on female cadres and female cadres work; reforming and strengthening the training and fostering of female cadres in association with planning and creating a source of leadership and managerial staff at policy-making agencies at all levels.

The program also targets to promote communications on raising awareness of gender equality and the role, position and potential of women in the new era; strengthen international cooperation on women's equal participation in leadership and management positions; mobilize legal aid and financial sources to implement the program and strengthen inspection and examination of the implementation of laws and policies on female cadres work and gender equality; study and build a database on female cadres, civil servants and public employees in the national database on cadres, civil servants and public employees.
