Reporter: Could you please talk about the quality and quantity of cadres planned for  the PCC term XIII, compared with term XII?

Comrade Nguyen Thanh Binh: On reviewing strategic personnel planning for the 2016-2021 period and the following periods, the Politburo has directed to build and implement the plan on developing personnel planning for the PCC, Politburo, the PCC Secretariat and positions of key leaders of the Party and State, term 2021-2026 (No.11-KH/TW dated November 6, 2018), in a democratic, strict, synchronous, unbiased, transparent and effective manner; with new contents in terms of the viewpoint, target, requirement and process of each group of positions; identifying the authorization and responsibility of the Executive Boards of Party organizations, Party organizations and consultancy agencies in introducing, proposing and assessing strategic personnel planning. Planning of PCC members ensures requirements in quantity, structure and quality. The planned PCC members have been trained in 5 courses on new knowledge for strategic cadres, being a very important source of personnel for the preparation of the personnel work for the 13^th National Party Congress.

Reporter: Could you tell us new and outstanding points in the direction of building the PCC, the Politburo and the Secretariat, and introducing key personnel for the 13^th National Party Congress?    

Comrade Nguyen Thanh Binh: The PCC, the Politburo and the Secretariat led and directed personnel preparation directly, comprehensively, regularly and closely; ensuring the principle of democratic centralization, solidarity and high consensus. The preparation is carried out scientifically, methodically, objectively, comprehensively and effectively with the motto of step by step, phase by phase, group by group of titles from low to high; ensuring cautiousness and carefulness.

It must effectively implement the viewpoint of harmonious and reasonable handling between standards and structure; between popularity and specificity, between trained professional knowledge and forte, practical capacity; between working experience and development trend.

Resolutely not accepting those who do not meet the standards and conditions, and are unworthy to be elected to the PCC, but also not leaving out those who are truly virtuous, talented and reputable in the Party and people. The personnel process is conducted in accordance with strict, thorough, democratic, objective, open and transparent steps; at the same time, the process is concretized for both re-election, first participation and each group of titles. The PCC (term XIII) must ensure the quality, quantity and structure; ensure the inheritance, stability, renewal, continuous development and a steady transition among generations.

On the basis of personnel preparation, the 13^th, 14^th and 15^th PCC meetings (term XII) carefully considered and highly agreed the list of nominated personnel to submit to the 13^th National Party Congress for consideration and election in accordance with regulations.

Reporter: Could you share how many comrades are expected for the PCC (term XIII)?

Comrade Nguyen Thanh Binh: Orientation of personnel work of the PCC (term XIII) has identified that the PCC (term XIII) will include 200 comrades, including 180 official members and 20 alternate members.

Reporter: Could you tell more about the special case of re-election of the PCC and the Politburo (term VIII)?

Comrade Nguyen Thanh Binh: Starting from the practical situation; on the basis of the criteria and conditions, especially on the basis of the outstanding political qualities, practical capacity, prestige in the Party and the People, and the requirements of special important tasks and positions, key fields of work in agencies of the PCC and State agencies; the PCC (term XII) carefully considered, implemented the process closely and carefully, objectively and highly agreed to select a number of comrades in the "special" cases of both reelection personnel and first participation to submit to the 13^th National Party Congress and the PCC (term XIII) for consideration and selection to participate in the Executive Board of the Party Central Committee and the Politburo (term XIII).

Reporter: Could you please tell some details about the standards, structure and participants of the 13^th National Party Congress?

Comrade Nguyen Thanh Binh: Regarding the standards of delegates to the 13^th National Party Congress, the PCC issued specific regulations on the standards of delegates to 13^th National Party Congress for centrally-governed Party Committees to select and elect outstanding delegates in political qualities, ethics, lifestyle, capacity and prestige in the party committee to attend the 13^th National Party Congress, especially ensure the health conditions to participate in the Congress.

The total number of delegates attending the 13^th National Party Congress will be 1,587 delegates, including 1,381 official delegates elected by centrally-governed Party Committees, term 2020-2025, 15 overseas delegates appointed by the Politburo, and 191 delegates who are official members and alternative members of the PCC (term XII).

In which, in terms of gender, there are 222 female delegates (accounting for 13.99%); in terms of ethnicity, 175 deputies are ethnic minorities (accounting for 11.03%); in terms of age, 57 delegates are under 40 years old (accounting for 3.59%), 03 delegates over 70 years old, the average age of participants is 52.2 years old, the oldest delegate is 76 years old, the youngest delegate is 33 years old; in terms of professional qualifications and skills, there were 1,067 delegates with master's and doctoral degrees (accounting for 67.32%), 71 delegates who were professors and associate professors (accounting for 4.47%); while in political theory, there are 1,579 delegates with bachelor's and advanced political degrees (accounting for 99.49%).

Reporter: What are the new points of the working regulation draft and election regulation draft to help ensure the success of the 13^th National Party Congress?

Comrade Nguyen Thanh Binh: The drafts of the Election Regulations and the Working Regulations of the 13^th National Party Congress have been meticulously, methodically and carefully prepared by the PCC on the basis of summarizing the implementation of the Election Regulation draft and Working Regulation draft of the 12^th National Party Congress, researching organization work of Party Congress at all levels, term 2020-2025, the situation and context of the 13^th National Party Congress and the current reality. The process of developing the drafts of two Regulations of the 13^th National Party Congress has been closely directed, giving timely comments on difficult contents, arising issues in reality by the Politburo and the Secretariat. The Drafts of the two Regulations of the 13^th National Party Congress has been consulted many times by party committees, centrally governed party committees, PCC commissions and members of the PCC, term XII.

The Election Regulation of the 13^th National Party Congress includes 5 chapters and 24 articles (such the regulations of the 12^th National Party Congress). In terms of subjects and scope of adjustment: It is applicable to the election at the 13^th National Party Congress and at the first meeting of the PCC, term XIII. The Election Regulations of the 13^th National Party Congress have some basic new points: (1) Specific provisions on the responsibility of the those who nominate      personnel to join the PCC, the Politburo, the General Secretary, the Secretariat, PCC Commission of Inspection, Head of the PCC Commission of Inspection (term XIII) must ensure the prescribed standards and conditions. (2) Using the vote counting software provided by the Central Military Commission. (3) Writing ballots is done at the Hall and meeting room of the Delegation (at the 12^th National Party Congress, delegates can write their ballots at their accommodation).

The Working Regulations of the 13^th National Party Congress includes 6 chapters and 16 articles (an increase of one article compared to the working regulations of the 12^th National Party Congress). In terms of subjects and scope of adjustment: including activities, tasks, responsibilities and powers of the PCC, the Politburo, the Secretariat on duty, delegates attending the congress, delegations and agencies operating and assisting the congress during the 13^th National Party Congress. The working regulations of the 13^th National Party Congress have some basic new points: (1) More specifically regulating on the responsibility of setting the example of delegates attending the Congress. (2) More clearly defining responsibilities of heads of delegations and tasks of members of the PCC participating in daily activities with delegations. (3) About the tasks of the eligibility verification board on the delegates of the congress and responsibility of the head of the board. (4) In terms of pandemic prevention and control, including COVID-19 pandemic prevention and control.
