Delegates at the 24th session of the 9th HCMC People's Council held on March 23 discussed main issues of developing HCMC to become a smart city; developing the highly interactive and innovative urban area in the east of the city to be the foundation for the establishment of Thu Duc City and Can Gio sea reclamation urban area; building four suburban districts into urban districts, reported the Sai Gon Giai Phong newspaper.
